Tisztelt Elnök Úr!

Legutóbbi levelünkben, amelyet áprilisban juttattunk el Önhöz, az Európai Unió súlyos intézményi válságát vetítette előre, amely prognózisunk utóbb legnagyobb sajnálatunkra beigazolódott. Júniusban az állam és kormányfőket tömörítő Európai Tanács megállapodott a keretköltségvetésről és a déli tagállamokat megsegítő helyreállítási alapról, azzal, hogy nem kötik sem egyiket, sem másikat politikai feltételekhez, pl. homályos, meghatározatlan jogállamisági szempontokhoz.

Azt látjuk, hogy az érintett a határozott és egyértelmű döntést az Európai Parlament a Bizottság asszisztenciája mellett minden erejével felül kívánja írni, holott erre megítélésünk szerin nincs jogalapja. Kilépve ugyanis az „együttdöntési eljárás” keretiből, számos jel arra utal, hogy a Parlament egyedül kívánja a fenti kérdésekben kimondani a végső szót.

Jóllehet az Alapszerződéseknek megfelelően a Tanács az a szerv, amely meghatározza az EU politikai prioritásait és tevékenységének általános irányvonalát, ma úgy érezheti az európai polgárok többsége, hogy tekintélye megrendült, hatásköre aggasztóan lecsökkent. Ennek megfelelően arra kérjük a Tisztelt Elnök Urat, hogy különösen z elkövetkező néhány napban – a szervezet közép és hosszútávú érdekeit szem előtt tartva – tegyen meg minden az Európai Tanács pozíciójának megszilárdításáért és az intézmény méltóságának helyreállításáért – szolgálva ezzel az uniós polgárok és választott vezetőik érdekeit., ezáltal is hozzájárulva az Európai Unió fennmaradásának és az integráció sikerességének biztosításához.

OPEN LETTER

Dear Mr President,

In our last letter, which we wrote to you in April, we forecast a serious institutional crisis in the European Union, which prognosis has now, we are sorry to see, been proven correct. In June, the European Council, which consists of the heads of state of the European Union, agreed on the framework budget and on the recovery plan to aid the southern Member States, with the provision that neither one nor the other shall be linked to political conditions, e.g. to ambiguous, indeterminate conditions pertaining to the rule of law.

We are now witness to the European Parliament attempting to overthrow this clear and firm decision with the assistance of the Commission, even though, at least in our opinion, it has no legal basis for doing so. Notwithstanding the rules of the “co-decision procedure”, a number of signs point to the fact that the Parliament is attempting to have the last word regarding the issue.

Despite the fact that under the Treaties, the Council is responsible for setting the EU’s political priorities and decides on the EU’s overall direction, the majority of European citizens may begin to feel that its authority has been shaken and its competence has been restricted. Accordingly, we request that you, especially in the coming days, in line with the organisation’s medium and long-term interests, do everything in your power to solidify the position of the European Council and to restore the dignity of this institution – thereby serving the interests of EU citizens and elected leaders, also contributing to ensuring the maintenance of the European Union and the success of integration.
